Goals 2000: Educate America Act
Goals 2000 was signed into law in March 1994 to provide funding to states over a five-year period to support state-level improvement initiatives and award subgrants to local school districts to develop and implement education improvement plans that focus on improving achievement for all students. Goals 2000 is based on the principle that all elements of the educational system should support higher achievement levels for all students. The national education goals help guide state and local education systems and propose that all systems should:
1. Ensure that every child enters school ready to learn.
2. Increase the high school graduation rate to 90 percent.
3. Ensure that students demonstrate competence in challenging subject matter and are prepared for responsible citizenship, further learning, and productive employment.
4. Support and provide continued professional development for all teachers.
5. Raise the achievement levels in science and mathematics to make American students first in the world.
6. Ensure that every adult is literate and has the skills and knowledge to fully participate as a citizen and a worker.
7. Free schools of drugs, violence, firearms, and alcohol so they are disciplined environments for learning.
8. Promote partnerships with parents so they are supportive resources in the education of their children.
